The Domestic Violence Community Advocate is a Bi-lingual community outreach and case management position that focuses on providing anti-oppressive, strength based, and culturally specific case management for Latino survivors of domestic/sexual violence in non-traditional domestic violence settings. This position works in our housing program funded by Multnomah County. Along with rental assistance, the community outreach program provides on-going case management and advocacy, helping participants navigate the complex social service systems.

  • Provide mobile community response and outreach to non-DV shelters and organized campgrounds and non-traditional DV settings.
  • Assess domestic and/or sexual violence client's needs/strengths, develop personalized safety plans, case plan, and determine appropriate plan to remove housing barriers.
  • Provide advocacy support and referrals to 25 individuals.
  • Advocate for Latino women with outside agencies and government system (i.e. Courts, Social Security, Immigration, DMV, DHS, and others as needed).
  • Participate in community meetings with other social service organizations to promote the agency as an identifiable resource for Latina survivors of domestic and/or sexual violence and maintain timely and cooperative contact with outside agencies.
  • Complete and track SSA's and participate in RCT.
  • Participate actively in various team projects including team meetings, coordination and implementation of pertinent activities.
  • Support the organization and maintenance of updated resource materials for survivors of domestic and/or sexual violence.
  • Provide crisis intervention services as needed by clients including coverage of assigned shifts on UNICA's 24 hrs. Spanish-language crisis line.
  • Facilitate or coordinate volunteers to facilitate domestic/sexual violence educational programs and workshops for the community in DV shelters and non-traditional DV settings.
  • Maintain documentation and client assistance budget consistent with El Programa Hispano Catlico's Social Service Procedures and funding requirements.
  • Adherence to El Programa Hispano Catlico/Catholic Charities policies and procedures.


  • Must be bilingual (Spanish/English) and bi-culturally competent.
  • Ability to communicate concisely and effectively, both verbally and in writing in Spanish and English.
  • Bachelor's degree or equivalent experience required.
  • 40 hour DV/SA Advocacy training.
  • Experience providing case management and intervention services.
  • Knowledge of local Latino community issues as they relate to domestic/sexual violence.
  • Experience working with a broad range of issues affecting Latinos in the community especially issues related to surviving domestic/sexual violence.
  • Experience with community networking and organizing.
  • Strong proficiency in all programs of Microsoft Office, report writing and statistics.
  • Demonstrate judgment and discretion in dealing with confidential matters.
  • Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.  High attention to detail required.
  • Excellent written and oral communication skills.
  • Willingness to learn new skills and take on new responsibilities.
  • Strong analytical and strategic problem-solving skills.
  • Ability to work well in team setting, as well as independently; be flexible and adapt well to different dynamics in a fast paced work environment.
  • Ability to support organizational and program specific mission and goals.
  • Ability to lift 40 pounds.
  • Must have driver's license, ability to obtain automobile insurance at levels required by agency (100/300/100). Frequent driving in the Tri-County area required. 
  • Satisfactory results from civil, criminal and motor vehicle background check required.

COMPENSATION:    Starting pay rate is $17.00/hr.  Compensation is commensurate with skills and experience.  Competitive benefits package, including: 100% employer paid health insurance (employee portion), disability, life insurance, paid time off, 12 paid holidays, retirement plan, free parking and more.
